A Stark Reminder that Crime Never Takes a Vacation

This past Sunday 17 Celebrity cruise passengers were robbed at gunpoint while on a tour in St. Kitts. Fortunately no one was harmed but I’m sure the 16 adults and 1 child that were involved in the incident will be irreparably affected. While on a ship sponsored tour called “Essential St. Kitts” the tour bus encountered a blockade in the road on their way to “Brimstone Hill”. The gunmen set a trap in the form of a fallen tree in the center of the road creating a makeshift blockade. When the bus driver exited the bus to remove the obstruction , two gunmen ran out of the bushes and robbed the passengers. After-wards the perpetrators retreated to the cover of the woods to make their getaway.

Now I understand that some people will make untrue statements about how unsafe these islands are and denigrate anyone “stupid” enough to want to visit, but the truth is “crime happens”. These sorts of things happen whether you are on vacation or not and whether you are in St. Kitts or the Big Apple. You could say it’s (bad) luck of the draw whether anything like this ever happens to you, hopefully it never will.

So, if you are looking for someone to start banging the drum for a boycott of St. Kitts you should probably leave this website and try searching on “Google”, I’m sure someone has already started a mini-site or “Facebook” group about it. Instead I will use this incident as an opportunity to once again underscore the importance of vacation safety. Oftentimes when people are enjoying leisure time they let their guard down, that obviously wasn’t the case in this incident but it can still serve as a reminder.

Let me emphatically state there was nothing any of these passengers could have done to prevent this from happening. However, I also want to point out that once things were set in motion everyone did the right thing, they gave the gunmen what they wanted. It has been reported that in the robbery the passengers lost jewelry, money and cell phones but no one was hurt. No one tried to be a tough guy or a hero, everyone remained level-headed and they all realized they weren’t going to lose anything that couldn’t easily be replaced. This is the single most important thing to remember there is no material item that cannot be replaced.

New York Pervert Pleads Guilty to Assaulting Teen on Cruise Ship

Lucas George Wickes a 25 year old man of Rochester has plead guilty in a federal court to sexually assaulting a young girl on a cruise ship.  The incident happened almost four years ago onboard the “Disney Wonder” on a New Year’s Caribbean cruise.

Wickes admitted to the court that he engaged in sexual conduct with the 13 year old girl on January 1st 2007.  The criminal complained stated that Wickes encountered the girl when she left the ship’s teen club and ordered her to accompany him.  The victim says that she believed Wickes was a security officer so she followed him to the rear of the ship; where the assault took place.

Wickes admits that he had sexual contact with the girl but claims that it thought the act was consensual and the girl was 17 years old.  The official plea was guilty to abusive sexual contact on the high seas.  This crime is a felony and carries a penalty of up to 10 years in prison.  Personally, I hope they throw the book at him and give him the maximum sentence.

Let us say we believe that he engaged in a consensual act with a girl he believed is 17, what kind of pervert cases the teen club on a Disney cruise ship looking for stragglers to hook up with.  Even if he believed he was engaging in a borderline lawful act his moral compass is so far off center that he should be locked under the a jail.

Let this serve as a reminder to all cruise ship passengers and especially parents that the same dangers that exist at home exist while you are on vacation.  In fact, due to the muddled legalities of crime at sea and the unfamiliar circumstances of the environment it is even more important to be cautious while on a cruise.  You should also take time to make you and your party familiar with the Cruise Vessel Security and Safety Act.

Are Cruise Ships the Safest Way to Travel?

This has long been a claim that the cruise lines have made in an effort to get your hard earned dollars, but the truth is no one is sure if it is true.  The truth is, because cruise ships are registered all over the world currently it is nearly impossible to get accurate information on how much crime takes place on the high seas.  Without a central agency tasked with collecting and distributing data on crimes that take place at sea, the truth of what goes on aboard cruise ships is anybody’s guess.  In other words the statement that cruises are the safest form of travel is nothing more than unverifiable rhetoric and hyperbole.

The good news is…

No matter how safe (or unsafe) cruise ships were in the past, they are about to get a whole lot safer.   A new bill has been passed by the Senate that would require cruise ships to improve their onboard security, dramatically.   Authored by Rep. Doris Matsui D-California and Sen. John Kerry D-Mass would require that all ships docking in U.S. ports comply with the Cruise Vessel Security and Safety Act.

What changes will be made?

  • All cruise ships will now be required to report any crimes, suspicious deaths and missing persons to the US Coast guard and FBI immediately whether they occur at sea or in port.    Additionally crime scenes will need to be preserved.
  • All crime statistics will include the number and type of crimes will now be made available to the public.
  • Passengers will now be made aware of their rights and given literature detailing the ships response systems for both criminal and medical issues.
  • Stateroom doors will need to be equipped with both peepholes and safety latches.
  • Rails will be required to be at least 42 inches in height and ships will be required to use video surveillance cameras in nearly all parts of the ship.
  • Ships will also need to carry a forensic assault specialist and rape kits onboard the ship.  Additionally, any rape victims will be provided with access to an 800 number which gives them access to an outside sexual assault organization not affiliated with the cruise ship.

Failure to comply with the new bill will result in serious penalties including heavy fines and not being allowed to enter American waters.  Many of the requirements were already implemented by the cruise ship industry but with the Cruise Vessel Security and Safety Act it will no longer be voluntary.

The cruise ship security bill has already passed the Senate and now just awaits the signature of President Obama.
